SPARE Act

This bill would ban federal agencies and organizations that get federal money from doing research and testing on animals. The ban would start 3 years after the bill becomes law for medical research and drug testing, and 18 months later for other types of research like cosmetics testing. The ban does not apply to veterinary research or research involving military or service animals. Congress could allow some animal research for a limited time if it involves infectious diseases or national security and no other options exist. Research facilities that currently use animals would have to give those animals to approved organizations or people within one year. The bill also creates penalties for violations and requires new grant programs to help scientists develop research methods that don't use animals.
