Flooding Prevention, Assessment, and Restoration Act

This bill makes changes to Department of Agriculture programs that deal with watershed protection and flooding. It lets the USDA do more than just fix immediate damage after a natural disaster — it can now take steps to better protect watersheds from repeated flooding if doing so makes sense for the long-term health of the area and is cost-effective. The bill also increases the share of costs the federal government pays for fixing aging dams from 65% to 90% and removes a rule that required at least 20% of a dam project's benefits to be directly related to agriculture. Finally, the USDA must send Congress a report studying how vulnerable agricultural lands are to flooding.
