This bill requires Amtrak to hold open public meetings like other government agencies, following federal sunshine laws. However, Amtrak can still hold private meetings when discussing contract negotiations, employee matters like hiring or firing, or collective bargaining agreements. The bill allows these exceptions because making such discussions public could hurt Amtrak's ability to compete or negotiate effectively.
