Strengthening Rural Cooperatives and Communities Act

This bill extends funding through 2029 for a Department of Agriculture program that gives grants to nonprofit organizations to help rural communities start or improve cooperatives and similar shared-ownership businesses. The program will now prioritize helping socially vulnerable, underserved, or distressed communities, and organizations that provide 25% matching funds may receive higher scores when applying for grants. The bill also requires an annual report to Congress about the program's activities and research on how cooperatives affect the national economy.
