START Act of 2025

This bill requires the Department of Veterans Affairs to change how it counts waiting times when veterans are referred to doctors outside the VA system. Under this bill, the waiting time would start being counted from the day the veteran has their first appointment with the non-VA doctor, rather than from some other point in the process.
