Stop Secret Spending Act of 2025

This bill requires federal agencies to report spending on "other transaction agreements" (OTAs) on the USAspending.gov website. OTAs are a type of contract that is different from standard government contracts, grants, or cooperative agreements and is currently exempt from many federal rules. Right now, agencies must report most federal spending on USAspending.gov, but OTA spending is not included. The bill would add OTA spending to this requirement, and the Treasury Department would need to make sure this spending data gets posted automatically and create an annual report explaining any federal spending that wasn't posted and why.
