IMPACT Act 2.0

This bill changes federal highway programs to help states buy and use building materials like cement, concrete, and asphalt that produce fewer greenhouse gas emissions. The federal government would pay states back for the extra cost of using these cleaner materials in highway projects, give them rewards for choosing these products, and help them update their standards. The bill also requires the Federal Highway Administration to create a public list of approved low-emissions products and to promote wider use of these materials. Additionally, states would be allowed to make advance and multi-year purchase agreements for materials that perform better than traditional options in terms of durability or environmental impact.
