FOCA Act of 2025

This bill says that when the federal government hires companies for construction projects, it cannot require or forbid those companies from making agreements with labor unions. It also says that companies cannot be treated better or worse based on whether or not they have union agreements. These rules apply not only to direct federal contracts but also to construction projects funded by federal grants, financial assistance, or cooperative agreements. However, a government agency can make exceptions if a project involves an immediate threat to public health, safety, or national security.
