To amend title 49, United States Code, to except from certain requirements relating to eligibility for essential air service Guam and the Northern Mariana Islands, and for other purposes.

The federal government has a program called the Essential Air Service program that helps pay for airline flights to small and isolated communities that might not otherwise have them. Right now, Alaska and Hawaii don't have to meet certain rules to qualify for this program, but Guam and the Northern Mariana Islands do. This bill would treat Guam and the Northern Mariana Islands the same as Alaska and Hawaii by removing those extra requirements, making it easier for communities there to participate in the program.
