CREATE AI Act of 2025

This bill creates a national program called the National Artificial Intelligence Research Resource (NAIRR) to give U.S. researchers, educators, and students access to AI data, computer resources, educational tools, and testing environments. The National Science Foundation will set up the program to improve America's AI research abilities. The program can accept donated resources from private companies and federal agencies, and it will be run by a non-government organization chosen through a competitive process. People who can use the program include those at U.S. colleges, nonprofits, government agencies, and other specified groups, and the operating organization must make sure a significant portion of computer resources goes to AI projects focused on privacy, ethics, safety, security, or trustworthiness.
