Strengthening Agency Management and Oversight of Software Assets Act

This bill requires federal agencies and intelligence organizations to take a full inventory of all the software they pay for and use, including details about contracts, costs, and how well the software works with other systems. Based on that inventory, each agency must create a plan to cut unnecessary software purchases, get better deals, and make sure no part of the agency uses software without approval. These plans must be sent to the Office of Management and Budget (OMB) and Congress, and OMB must then recommend ways for the government to save money, improve performance, and better manage its software overall. The Government Accountability Office (GAO) is also required to report on how well agencies across the government are managing their software.
