Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2025

This bill requires the Department of Homeland Security to create and run a practice exercise that simulates a terrorist attack happening during extreme cold weather, like when a polar vortex pushes freezing Arctic air into parts of the country. The exercise must focus on how such an attack could cause widespread damage to important systems like power grids and public safety infrastructure, and how government and private organizations can work together to handle it. Within 60 days after the exercise is finished, the Department of Homeland Security must send Congress a report explaining what they learned, how they plan to use those lessons going forward, and any changes to the law they think might be needed.
