21st Century ROAD to Housing Act

This law makes many changes to federal housing programs. It requires the Department of Housing and Urban Development to review housing counseling organizations, publish guidelines on zoning, and support new types of apartment buildings with a single staircase. It creates or changes several grant and pilot programs, including ones to help convert vacant buildings into housing, install temperature sensors in public housing, help low-income homeowners and landlords make property repairs, and support communities in planning for more affordable housing. The law also updates rules for manufactured and modular homes, raises loan limits for certain federal mortgage insurance programs, makes the Rental Assistance Demonstration program permanent, and requires lenders to notify mortgage applicants with military service about VA home loan options. It changes some environmental review requirements to speed up certain housing projects, adjusts how Community Development Block Grant funds are distributed based on housing growth, and generally bans large institutional investors who control 350 or more single-family homes from buying additional ones. The law also eases certain banking rules for community banks and credit unions, requires various federal agencies to study and report on housing-related issues, and temporarily prohibits the Federal Reserve from issuing a digital currency until the end of 2030.
