SMART Act

This bill makes big changes to the U.S. immigration system. It gets rid of the diversity visa program and the current employment-based visa system, replacing the employment system with a points-based system where people earn points for things like age, education, English skills, salary, and investment in a business, and those with the most points get visas first. It also limits family-based immigration by lowering the number of visas available and narrowing who qualifies, such as removing siblings and creating a separate temporary visa for non-citizen parents of adult U.S. citizens. Additionally, the bill caps refugee admissions at 50,000 per year, changes the H-1B visa program so visas go to those with the highest pay first, and creates a new visa for immigrants who invest at least $5 million in a new business.
