Supreme Court Ethics, Recusal, and Transparency Act of 2025

This bill would require Supreme Court Justices to follow a formal code of conduct and set up a system for people to report complaints about a Justice's behavior. It would also require Justices and their law clerks to publicly report any gifts, money, or reimbursements they receive, following rules at least as strict as those for members of Congress. The bill would expand the situations where a Justice or judge must step aside from a case because of a conflict of interest. It would also create rules to prevent outside groups from filing legal briefs in cases if doing so would force a Justice or judge to step aside.
