CRISIS Act of 2025

This bill would allow certain Russian citizens who have doctoral degrees in science, technology, engineering, or math (STEM) to become permanent residents of the United States. To qualify, they must have a U.S. doctoral degree or an equivalent foreign degree in a STEM field and be looking for STEM work in the United States. Their spouses and children could also be included. The Department of Homeland Security would handle vetting and interviews, and up to 3,000 people could be admitted each year from 2026 through 2029, without affecting other immigration limits.
