College for All Act of 2025

This bill would provide federal funding to help eliminate tuition and required fees at community colleges and two-year tribal colleges for all students, and at four-year public colleges and tribal colleges for working- and middle-class students. It would also provide funding for historically Black colleges and minority-serving institutions to eliminate tuition and fees for eligible students. The bill would increase the maximum Federal Pell Grant award, allow students to use Pell Grants for living expenses beyond tuition, expand eligibility to include certain immigrant students, and extend funding for programs that help disadvantaged students prepare for and succeed in college.
