To establish limitations on advanced payments for bus rolling stock, and for other purposes.

This bill allows state and local transportation agencies to use federal public transportation grants to make early payments when buying buses. These agencies can pay up to 20% of the total cost upfront to bus manufacturers without requiring the manufacturer to provide a financial guarantee. To make these advance payments, the agency must have a signed purchase order and contract with the bus manufacturer that includes terms for early payment.
