National Police Misuse of Force Investigation Board Act of 2025

This bill creates a new independent federal agency called the National Police Misuse of Force Investigation Board. The board would be responsible for investigating deaths that happen while someone is in police custody, shootings involving officers, and uses of force that cause serious injury. It would also make recommendations to Congress and governments on how to reduce misuse of force by law enforcement. State and local governments that receive certain federal grant money would be required to allow the board's findings to be used in court and report on what they've done to follow the board's recommendations, or they could lose some of their funding.
