To amend the Agricultural Research, Extension, and Education Reform Act of 1998 to authorize the Secretary of Agriculture to waive the matching funds requirement under the specialty crop research initiative, and for other purposes.

The Department of Agriculture gives grants through the Specialty Crop Research Initiative. Right now, groups that get these grants must also provide their own money that equals at least the amount of the grant they receive. This bill would let the Department of Agriculture remove that requirement so groups wouldn't have to match the grant money with their own funds.
