JUST Act of 2025

This bill changes how the Department of Agriculture handles civil rights issues and complaints from farmers and ranchers. It requires USDA to take action against employees who discriminate, harass, or violate civil rights, which could include discipline or policy changes. When farmers or ranchers appeal USDA decisions, the burden shifts so USDA must prove their decision was right instead of farmers having to prove it was wrong. The bill creates new offices and positions focused on civil rights, including making the Assistant Secretary of Agriculture for Civil Rights a required position, and allows this official to provide relief to farmers who file civil rights complaints about loans without needing approval first.
