Stop the Baseline Bloat Act of 2025

This bill would change how the Congressional Budget Office calculates projected federal spending. Currently, when the office creates spending projections, it includes money designated for emergencies and money provided through supplemental funding laws. Under this bill, those types of funding would be excluded from the spending projections.
