PAPA Act of 2025

This bill sets rules about how a type of aircraft tracking technology called ADS-B can be used. It says that no person or government agency can use this tracking data to figure out which aircraft is which in order to charge the aircraft's owner or operator a fee. It also says that, except for criminal investigations, no federal, state, local, or tribal official can start an investigation of someone based only on this tracking data. On top of that, the bill requires airports open to the public to share financial details before charging landing or takeoff fees to smaller private and recreational aircraft, and it says any money collected from those fees can only be spent on runway and taxiway safety projects.
