Taxpayer Protection Act

This bill limits the President and other executive branch officials from blocking federal funding to certain states called "donor states," which are states whose taxpayers paid more in federal income taxes than the state received back in federal funding over the previous three years. Under this bill, federal funding to these states (including their local governments, hospitals, schools, and nonprofits) can only be cut off if the Government Accountability Office finds that fraud, waste, or abuse occurred with that funding. The bill also creates a special fund called the Donor State Protection Trust Fund, which would provide money to donor states if their federal funding is improperly withheld in violation of the bill's rules.
