To amend the Impoundment Control Act of 1974 to require prior approval from Congress before the Comptroller General may pursue a civil action under such Act, and for other purposes.

This bill would require Congress to pass a special resolution before the Government Accountability Office can sue to force the release of money that Congress has already approved for spending. Currently, when the President or a federal agency holds back money that Congress said should be spent, the Government Accountability Office can go to court to make them release it. Under this bill, the Government Accountability Office would need Congress to approve that lawsuit first before they could take legal action.
