Offshore Lands Authorities Act of 2025

This bill limits the President's power to block areas of the ocean floor from being leased out for oil, gas, or other mineral development. It puts a cap on how many acres a President can block, sets a maximum time limit of 20 years for any such restrictions, and requires the Department of the Interior to complete studies before any area can be blocked. If a President wants to block more than 500,000 acres total, Congress must approve it first, and Congress also gets the power to overturn any restrictions by passing a resolution. The bill also cancels certain past presidential orders that had blocked ocean areas from being leased for mineral development.
