Efficient Nuclear Licensing Hearings Act

This bill speeds up the approval process for certain nuclear power plant permits and licenses by removing the requirement for the Nuclear Regulatory Commission (NRC) to hold a public hearing at the end of the process when no one has asked for one. If someone whose interests could be affected does request a hearing, the NRC would use simpler, less formal procedures for that hearing. The bill also says that hearings about building and running uranium enrichment facilities only need to happen if someone whose interests may be affected asks for one.
