Archie Cavanaugh Migratory Bird Treaty Amendment Act

This bill says that Alaska Native people are allowed to possess, sell, ship, or trade authentic handmade crafts, clothing, or art that contain nonedible parts of migratory birds, as long as the birds were not killed wastefully or illegally. Currently, a law called the Migratory Bird Treaty Act generally makes it illegal to take or trade protected migratory birds without permission. The bill also tells the State Department and the Department of the Interior to work with other countries that are part of the migratory bird treaties to clarify how Alaska Native crafts containing these bird parts should be treated. The Department of the Interior would also need to update its rules to match the changes in this bill.
