ELO Realignment and Strategic Engagement Reform Act of 2026

This bill requires the Department of Homeland Security to create a detailed plan for reorganizing a specific office called the Engagement, Liaison, and Outreach (ELO) Office, which helps share intelligence and information with law enforcement and other partners at all levels of government. The plan must identify positions, programs, or functions that are unnecessary or duplicated, and explain how the office will be restructured to work better and improve relationships with key law enforcement agencies. Until DHS submits this plan to Congress and confirms it is being carried out, the department is not allowed to grow the office's staff, budget, or responsibilities, or create any new offices that do the same kind of work.
