Homeland Security Capabilities Preservation Reporting Act of 2026

This bill requires the Federal Emergency Management Agency (FEMA) to send a report to Congress every three years — instead of just once — about cities that could lose security protections if they stop getting federal funding through a program called the Urban Area Security Initiative (UASI), which gives money to high-risk cities to help them prepare for and respond to terrorism. Each report must include a plan for FEMA to provide at least three years of financial help to cities that used to receive this funding, giving them time to find other ways to pay for keeping their security programs in place.
