GUARD Act of 2026

This bill requires the government to review certain robots and related software — specifically humanoid and four-legged robots that have communications capabilities — if they are made by companies located in or controlled by China, Cuba, Iran, North Korea, Russia, or Syria. A national security agency would have one year to decide whether these products pose a serious risk to U.S. national security or the safety of Americans. If they are found to be risky, they must be added to a government list that restricts their import or sale in the United States. If the agency doesn't make a decision within one year, all of the covered robots and software are automatically added to that restricted list.
