GPO Modernization Act of 2026

This bill makes changes to how the Government Publishing Office (GPO) works and how the public gets access to government documents. It updates the Federal Depository Library Program so it covers digital formats, not just physical books, and removes a rule requiring libraries in the program to keep a minimum number of books on hand. The bill also renames the Joint Committee on Printing to the Joint Committee on Publishing, lets GPO accept gifts, updates its purchasing rules and employee policies, and requires the Superintendent of Documents to include metadata in cataloging records and protect people's privacy when they use digital systems. Finally, it changes a requirement so that the Library of Congress will publish the Constitution Annotated — a detailed explanation of the Constitution — in digital form online instead of in printed hardbound books, starting after the Supreme Court term beginning in October 2026.
