CHARM Act

This bill requires the Environmental Protection Agency (EPA) to create a national plan for recovering important minerals from thrown-away materials. These minerals are ones that the U.S. Geological Survey has identified as critical because they are needed for the country's economy or security and can be hard to get. The EPA would also have to send a report to Congress every two years about how the plan is going and what it recommends going forward.
