Highway Funding Flexibility Act of 2025

This bill would stop two federal programs that were set up to fund electric vehicle charging stations — the NEVI Formula Program and the CFI Grant Program. Instead of being used for EV charging, any unspent money from these programs would be redirected to states for other types of projects, such as building or fixing highways and bridges, creating wildlife crossings to reduce animal-vehicle crashes, or adding parking for commercial trucks. The bill also requires the Department of Transportation to divide up any remaining or future money from these programs among the states using the same method already used to hand out federal highway funds.
