Rural Housing Accessibility Act

This bill says that if a local housing agency isn't using most of its budget (less than 95%), it must accept housing vouchers from families who got them through a housing agency in a different area. The agency that accepts the voucher has to make housing assistance payments to the family and can only charge the original agency for those payments for up to 12 months.
