Honor Farmer Contracts Act of 2025

This bill says the Department of Agriculture must release funding it had put on hold for agreements and contracts that were already signed, and it must pay any overdue amounts as quickly as possible. It also prevents the Department of Agriculture from canceling signed agreements or contracts with farmers or organizations that help farmers, unless those farmers or organizations are not following the rules of their agreement. Additionally, the bill says the Department of Agriculture cannot close certain local farm and rural development offices without giving Congress a written explanation at least 60 days before shutting them down.
