Expanding Partnerships for Innovation and Competitiveness Act

This bill creates a new nonprofit organization called the Foundation for Standards and Metrology to help support the work of the National Institute of Standards and Technology (NIST). The foundation could help with measurement science, developing technical standards, and building partnerships between NIST and researchers, businesses, colleges, and other groups. It could also provide grants, housing, training, and other support to guest researchers and volunteers who work with NIST. The foundation would be allowed to raise and accept money and give funds or property to NIST, but it would not be part of the federal government, and it would need to submit plans to Congress showing how it will eventually pay for itself, along with regular reports about what it's doing and how it's spending money.
