FISCAL Act

This bill would change the rules for milk in the National School Lunch Program so that all schools in the program must offer a plant-based milk option to every student. Right now, students can only get a non-dairy milk substitute if they have a disability or special dietary need, and they need a written note from a doctor or parent to get it. This bill removes those requirements and exceptions, so any student could choose plant-based milk without needing special documentation. The plant-based milk offered would need to meet U.S. Dietary Guidelines or nutrition standards set by the Department of Agriculture.
