Highway Funding Transferability Improvement Act

This bill would let states move more of their federal highway money between different road and transportation programs. Right now, states can shift up to 50% of the money they get for certain highway programs to other approved highway programs, and this bill would raise that limit to 75%. The programs covered include ones related to highway performance, road safety, freight, air quality, carbon reduction, and infrastructure resilience.
