A bill to prohibit discrimination on the basis of mental or physical disability in cases of organ transplants.

This bill makes it illegal for organ transplant providers that get federal money, as well as state and local government programs, to deny or limit a person's access to organ transplants because of a disability, with only a few exceptions. These providers cannot use a person's disability to decide things like whether someone is eligible for a transplant or where they are placed on a waiting list, and they must make reasonable adjustments to help people with disabilities unless it would fundamentally change the program. The bill also requires the Department of Health and Human Services to quickly handle complaints about disability discrimination in organ transplants and to report to Congress each year on those complaints. Finally, the bill says the national system that decides how donated organs are distributed cannot discriminate against people based on disability.
