Empower Charter School Educators to Lead Act

This bill changes the Charter Schools Program, which gives competitive grants to state-level organizations to support charter schools. It lets states use some of their grant money in new ways, including helping people who want to start charter schools with early planning costs, setting up loan funds for upfront expenses, and helping find school buildings. The bill also changes limits on how much grant money states can spend on providing technical help (raising the cap from 7% to 10%) and on administrative costs (raising the cap from 3% to 5%).
