College for All Act of 2025

This bill aims to make college more affordable by using federal and state funding to get rid of tuition and required fees for all students at community colleges and two-year tribal colleges, and for working- and middle-class students at four-year public colleges and tribal universities. It also provides funding to help private, nonprofit historically Black colleges and minority-serving institutions eliminate tuition for eligible students. The bill increases the maximum Pell Grant award, lets students use Pell Grants for living expenses and not just tuition, and expands eligibility to certain immigrant students, including those known as Dreamers. It also renews programs designed to help students from disadvantaged backgrounds prepare for and succeed in college.
