Zeroing Out Money for Buying Influence after Elections (ZOMBIE) Act

This bill sets rules for what happens to leftover campaign money after a federal election. It says that a candidate's campaign committee or leadership political action committee must spend down all unused funds within a certain time period after an election, or before the candidate registers as a lobbyist or foreign agent, unless they file to run for office again. Any remaining money can only be used to pay off campaign debts, return donations to the people who gave them, or give to nonprofit organizations — but not to nonprofits connected to the candidate or to the candidate's family members. Former candidates who want to become lobbyists or foreign agents must follow these rules for getting rid of their leftover campaign funds before they can register.
