Plant Biostimulant Act of 2025

This bill would change how certain plant biostimulants are regulated. Plant biostimulants are substances or microorganisms that help plants grow through natural processes and are different from nutrients or pesticides. The bill would stop these products from being regulated as pesticides under existing federal law and would create official definitions for plant biostimulants and related products. It also requires the Department of Agriculture to study which types of plant biostimulants work best for things like increasing organic matter in soil.
