Strengthening Agency Management and Oversight of Software Assets Act

This bill requires federal agencies to take a full inventory of all the software they pay for and use, including details about contracts, costs, and how well the software works with other systems. Each agency must then create a plan to manage its software more efficiently, such as combining software purchases and making sure no part of the agency uses software without approval. These plans must be sent to the Office of Management and Budget and Congress. The bill also requires the Office of Management and Budget to recommend ways to improve how the government buys and manages software, and it requires a government watchdog report on how well agencies are handling their software overall.
