Primacy Certainty Act of 2025

This bill changes the rules for how states can take over responsibility from the EPA for regulating wells that are used to store captured carbon underground. If the EPA doesn't respond to a state's application within certain deadlines, the bill creates a process that would automatically give the state control over regulating those wells. The bill also says the EPA cannot require states to add extra conditions to their applications beyond what is already required by existing law.
