Headwaters Protection Act of 2025

This bill renews and expands a program run by the Forest Service that works to protect and restore watersheds on federal land, funding it through 2034. It allows the program to also support projects on nearby state, local, or private land if that land is in the same watershed and the landowner agrees. The bill adds new types of groups that can take part in the program, including traditional irrigation associations in the Southwest, public water management agencies, certain New Mexico land-grant communities, and private water delivery organizations. It also requires the Forest Service to make sure its activities don't cause long-term damage to watershed health and lowers the share of costs that non-federal participants have to pay.
