Veterans’ Assuring Critical Care Expansions to Support Servicemembers (ACCESS) Act of 2025

This bill makes changes to how veterans can get health care outside of VA facilities through the Veterans Community Care Program. It sets rules for when veterans qualify for outside care, requires the VA to tell veterans within two business days whether they are eligible, and gives health care providers more time to submit payment claims. The bill also requires the VA to improve its mental health programs by creating a standard process for screening veterans who need mental health or substance abuse treatment, tracking how well VA facilities handle those screenings and admissions, and setting up a way for veterans to appeal if they are denied treatment or do not get a spot in time. Finally, the VA must create an online tool where veterans can request and manage their appointments, track referrals, and follow up on decisions about their care.
