Protecting Americans from Russian Litigation Act of 2025

This bill stops private individuals and companies from going to U.S. federal or state courts to try to enforce decisions made by foreign courts or foreign arbitration panels in certain situations. Specifically, it applies when those foreign decisions involved cases where U.S. sanctions or export controls got in the way of someone fulfilling a contract, or where the foreign court took the case specifically because of U.S. sanctions or export controls. The federal government itself is still allowed to file these kinds of claims. The rule applies to any such cases that are already in progress or filed after the bill becomes law.
