Safe Access to Cash Act of 2026

This bill creates new federal crimes for robbing or attempting to rob someone who is using or servicing an ATM, which could lead to up to 20 years in prison. It also makes it illegal to tamper with, damage, or steal from an ATM, or to possess or sell money or property stolen from one, with penalties of up to 10 years in prison if the stolen amount is over $1,000. These rules apply to any ATM connected to a bank, credit union, or savings and loan, even if the ATM is not located at the institution itself. The bill sets even tougher penalties if the crime involves a weapon (up to 25 years), forcing someone to go with the offender (up to 30 years), or killing someone (up to life in prison).
